But with the amount of bulk mail arriving in our mailboxes each day, it shouldn't be a surprise that shock value would begin to be used to improve the odds of the recipients opening the envelope. It takes a very small percentage of bulk mail recipients to respond to make the campaign effective, and perhaps also affective.
